This is interesting, but it still isn't going far enough. Fleet Forces Command in Norfolk, CNO and SECNAV are ultimately responsible for the training and readiness of all fleet units. These three bear much more culpability, imho, than the four Admirals to fall so far, C3F, Surface Forces, CTF 70 and CPF.

LCDR Rabbah Rona Matlow wow, he stepped up and took responsibility for his Navy. I applaud him for his service to Country.

It is really easy to say "this is on me"; it's something totally different to actually "fall on one's sword". Since his lineal number is 1, there is no impact to his saying this. The only action that would be effective would be to retire, as did CPF and Surface Force. I think making scapegoats of Pacific Commanders for Fleet Wide issues is very short sighted.
