As to your question, the President, using basically the same reasoning as Obama did when he decreed that DACA was the Law of the Land, stipulated that the sanctions imposed on Moscow last summer were already serving as a deterrent and hitting blacklisted Russian companies. Furthermore, the State Department opined it was open to imposing the new sanctions at a later date - should it be warranted.

LTC Orlando Illi - Obama did not make a law. He directed the use of federal resources under his control in the executive branch. Totally different from a decree. Obama implemented sanctions before he left office. Congress passed a law last summer, but as President, Trump has not done anything. The law he passed has not been exercised. If he wanted to write an executive order to direct the resources of the federal agency which he is control of that would have been fine. He didn't, he did not do anything. Do you realize the state department dissolved the office within the state department that handles sanctions?
