Yes it would, Chipsets and BIOSs/UEFI are pretty easy to validate for harmful code. After all they tend to be TINY in comparison to applications software and operating systems.

Probably not, unless you have some reason to think so. And using ANYTHING else would at this point become horrendously expensive, that ship sailed decades ago.
