Of course, the only way to combat fraud, waste and abuse is to create yet another fraud, waist and abuse unit complete with a new building sculptured to fit perfectly into the landscape among all the empty or underutilized government buildings along the Potomac. Of course the new fraud, waste and abuse building will need amenities of a building that rival those of Google, Facebook and the like.
Once the employees of the original fraud, waste and abuse unit get wind of this project, cost overruns are rampant, good materials accidentally get shipped to Washington, State instead of Washington, DC and inferior products will arrive well ahead of schedule, which, in turn, congest the jobsite, delay schedules and further raise costs.
By the time the project is complete and approved for occupancy, it may no longer fit the revised use requirements of the new fraud, wast and abuse unit.
Now, an investigation must be conducted to determine how this could have happened, who's responsible, and how to prevent such a thing from happening in the future.
Several years later, it's determined that the fraud, waste and abuse unit was the root cause of all the problems incurred throughout the project. This finding so demoralizes the fraud, waste and abuse unit that a determination is made that a new fraud, waste and abuse unit and building is required to replace the demoralized fraud, waste and abuse unit.
Yes, I made a few minor assumptions here but, unless anyone convince me that we need really need a new fraud, waste and abuse unit every 10 or 15 years, that's my story and I'm sticking to it.
