I thought they started this discussions last month... and are well past eyeing them. The question at hand is is it a counter-terrorism TF that they need... or is it admitting that such would get overwhelmed and need to lay down a counter insurgency TF with CT as one of its pillar elements? This really should have been happening a year ago at least - but it takes a Philippine failure to awaken everyone that they are not fighting AQ anymore.
