You do not hear about this in USA. Another reason to control borders?

On a routine basis the plauge occurs quite often in the US, since rodents such as ground squirrels are in the rockers are perhaps the world biggest reservoirs of Y. Pestis. The fact that you have not noticed it does not mean it does not happen in the US. The US has far more cases of plague than Mexico for example. Closing the door to the hen-house with the fox already inside does little. For a wall or immigration to do much good we would have to build a wall right down center of the US north to south
