Perhaps; as a separate perspective, clarity on the definition of diplomacy and deterrence - diplomacy is appeasement and deterrence is delaying. Appease the opposition and delay delivery of adverse actions, until such time as a preventive prescription can be implemented to permanently diffuse the threat. This is a separate perspective.
