I think the President is luring the Republican Congress into saying they "may" or "could" hold hearings by offering the possibility of a Republican nominee. Once they say they "may" for a Republican, they'd be shooting themselves in the foot to not hold hearings regardless of who they choose - they'd be so blatantly showing a political bias that they'd be run out of town during their next elections.

This is a very shrewd way of trying to put the Republican party into a losing situation is they don't at least hold hearings on any nominee.

It looks like a ploy to force the Republicans to at least have a Senate confirmation hearing for who ever the POTUS selects to fill the vacant Supreme Court seat. It is his constitutional duty to offer up a candidate and the Senate needs to at least have a hearing.
