I do know that the brand "Skilcraft" are produced by the disabled as well, but I think they manufacture less critical materials.

I agree this happens however DOD has been negligent. Since when are Prisons equipped to produce a high technology item like a Kevlar Combat Helmet? we are talking lives here.
