The Jones act is singularly the only reason we still have a Merchant Marine. It does two very important things for American Mariners, and the government: 1. It prevents foreign-flagged vessels from picking up cargo in one US port, and delivering them to another US port, and 2. Requires companies that use federal subsidies to build their ships, to make available for the government's use a certain percentage of their tonnage during war time, if required. If this act is ever repealed, American Merchant Marines would almost surely go extinct nearly overnight, because foreign-flag Mariners make something on the order of 1/10th what we do, on average. As such, the proposed changes in this piece of legislation are VERY good for American shipping, and jobs.
