It is a really tough decision, but if they are limited on space, they need to follow the original rules set down.

GIVEN THE AREA, IT COULD BE EXTREMELY EXPENSIVE LAND! IS IT SURROUNDED BY GOVT OWNED LAND OR PRIVATE CITIZENS
OWNED LAND?
IF PRIVATE CITIZENS ARE FORCED OUT BY EMINENT DOMAIN ACTIONS, WILL THEY BE ABLE TO AFFORD OTHER LIVING ARRANGEMENTS IN THE AREA?
IF LAND IS NOTAVAILABLE IN THE AREA
PERHAPS USE OTHER SURPLUS GOVT UNUSED LAND ELSEWHERE AND MAKE IT AN ANNEX TO ARLINGTON!
