I hate to say it, but I believe the General should pay back what he spent, plus a percentage. I have nothing against officers.

Don't feel bad, make him pay all the money back.

Furthermore, you'll feel it when he retires as a COL or BG.....

It's difficult to understand how a service member with that much rank and position can easily become corrupt.
