Are you saying Obama OKed these uniform changes? If a President has the spare time to find details such as that, he's missing lots of serious stuff. All the guy at the top manages is the total, the actual budgets are managed by department heads. There is lots of fat in all budgets, but the spending and waste comes about by Congress and an occasional Executive Order.

The number of $180 Mil is over 5 years and when you brake it down comes out to be around $ 500.00-$ 700.00 Dollars for four sets, and that is not bad for around 400,000 plus sailors for five years. The other thing no one talks about is this uniform will no longer be a coast on the units that use to issue these to their unit at 0 coast to the sailor and replaced at 0 coast, now all sailors will purchase except the Battle wear items that go with the uniform like combat shirts and cold/extreme weather gear that NECC/NSW and ground deployed units need. This will be a coast savings to those units, because they will not have to provide that uniform, under unit budget and members are now responsible for purchasing their uniform.
