I think the correct word here is "could have" as opposed to "should have".

This is because we can all make a case for nearly any given caliber over another, presenting tons of arguments which support our own chosen preference.

The fact is that there are many reasons any given caliber/round may or may not be desired. And it is also a fact that no bullet is a "magic" bullet, able to perform every desired function at the desired effect.

And a decision to transition from one caliber to another likewise does not necessarily indicate that previous decisions were "wrong". It may just be that an analysis of the modern needs simply indicates that a better choice may be available to suit current and projected needs.

So the Army COULD have chosen a .276 in the 1930's...but they didn't.

One thing is certain...any time any organization looks into changing their small arms, it's sure to produce a lively discussion for and against!

If it ain't broke...don't fix it. If you screw with it...and you break it... then you get to pay for it... and in this case...your life is all that is at stake if your a front line grunt. So everyone seems to be hell bent to work in another round and another weapon system because...? The .50 mounted or on a bi-pod don't work well in squads...? The .308 doesn't work well in the old pig...? The 40 mike mike mounted under the .556 don't go boom loud enough...? The cyclic rate of fire isn't fast enough to burn up 30 round mags in the M-16 configuration...? The Beretta 9mm is not capable of shooting accurately at 50 paces...? What is it...? My gun is better than your gun...is that what this is all about...? One shot...that is all it takes to take out your competition on the battlefield...just...one. The 16 works well at the distances it was designed for...under 100 meters... the 9mm is a piece of crap for a defensive handgun, but in the hands of a qualified shooter... one shot.... that is all it takes... and its design was defensive in nature, under 50 meters... the 40mm good out to what 400 meters... with a 5 meter kill radius...? and the pig... the .308 23lb vibrator... that's good out to 1800 yards all day long in a properly trained mg'ers hands... and the .50...yeah... more than enough at 2,000 yards. Why dont ya'll start talking about this one... titanium coated rounds in the .223, the .308, 40mm the .50 and the 9mm... you want to penetrate tanks... then step up the coatings... basically its an improved improved i.e.d. except with bullet formation. You want to penetrate trees the bad guys is hiding behind? Then coat the .223 with titanium, platinum, rhodium or similar metal....a nice thick coating... imagine a 40 mm blowing through the trees... and... that way the battlefields will be worth a fortune after the firefights are all said and done.
