Arthur C. Clarke published a book in 1976, about the U.S. Tricentennial. In the story, presidential elections were no longer held. A computer picked the most qualified person in the country, based on an array of criteria. The "winner" invariably had to be arrested and kept under close guard, because none of them wanted the job.
