Would you say the same about the “civilian” airliner flying into the Pentagon? The Terrorist be they from abroad or here is a fine line to interpret. He has been honored with civilian awards. I do believe a Veterans Organzation is presenting not DOD nor DA

It’s only an “honorary” award, not official. The medals are being presented to his family by a veterans organization, not the U.S. Army or DOD.
