Isn't a veiled threat of that type actually "terrorism", if we consider terrorism to be a threat of violence through intimidation or coercion or instilling fear?

Lebed, gave an interview to 60 Minutes in which he contended that the Soviet Union had created around 250 suitcase-sized portable nuclear weapons, similar to the United States’ B-54. Quite shockingly, Lebed said that 100 of the Soviet stockpile were missing and unaccounted for."

Not really. That’s more of a “we done fucked up” kind of statement.

This was after the collapse of the Soviet Union, and the threat would’ve been mainly internal. There were a lot of REALLY annoyed client states at the time; some of which may be pseudo nuclear powers (except Georgia. The Chechens would have set them off in a heartbeat).

In 2021, though, they may be degraded enough to be unusable.
