The AK-130 is late 1970's tech. It made its' debut on the Sovremny Class destroyers and of course, the Kirov Class "battle cruisers." Its Cold War performance was less than stellar. While any weapon can be modded (our CIWS is equally as old), the ships that carry it don't have the "space" to hold all of the upgrades.

Now, if they can just find a ship that doesn't have to be towed back to port like their carrier.
