Russia currently operates a single submarine mothership, the Project 667BDR (Delta III Stretch) boat Orienburg . This vessel is also a converted SSBN (re-entering service in 2003) and is based with the Russian Navy's Northern Fleet. It is currently unclear whether Podmoskovye will be augmenting or replacing Orienburg .

I can see it being a ferry for Project 10831-class ('Losharik') deep submersion boats. But they would be surface launched. The Project 1851-class (Paltus) boats REEK of spooks & SpecOps. I wonder if they would be launched submerged, but how? No garage evident in the pic. Possibly a modified missile-launch tube?
