Russia to invest over half a billion US dollars in its battle against VPN usage

Good luck to them. The underlying technology isn't designed to be controlled. There are too many ways to get past these attempts and people are finding new ways almost daily. Just ask China how much it costs to maintain their "great firewall" and how often they have to change methodologies.
