Like those Doctors Without Borders casualties a while back. Sometimes the surgical strikes aren't as surgical as we'd like. It happens. Without knowing all the facts, I'd investigate why the Russians seem to be better informed about Syrian troop locations than we are. Old adversaries have a hard time working together when it is so easy to make each other look bad to the world press.
