Russian Speaking Canadian citizen, slandering and laying about US/Anti US propaganda activity? Assist and/or Advice on how to proceed?

I really would like to bring to the attention the channel of this Indivudal https://www.youtube.com/user/alexfromodessaify/videos. - His name is Alexander Fedorenko (goes by alias Bregjhnev). He works for trucking company out of Canada (this company is mostly ran by Russian speaking individuals), but most of his work takes him all over USA. Doesn't seem to be the problem.
However this person uses his time to slander and lie about USA, specifically portraying US in really bad light. It does include veterans as for example in these videos. https://www.youtube.com/watch?v=pATkV06QtLA here he pulled out the hoax stories about US service members like Donald Cook incident of 2014. Most of all he said typical service member of US military is "Abused Kid who wants to become murderer in some Foreign Country." Then went on tirade how US service members are uneducated, gay (since being gay is bad in Russia - insinuating that US members have nothing to do but rape and have sex with each other), uneducated low IQ idiots who couldn't make it in civilian life, and minorities (in soft words. In reality he insinuated as "Slaves to white people").
His entire YouTube content literally is about shitting on USA (by vast majority using lies and half truths), portraying USA in really bad light in front of the rest Post Soviet Bloc, Russian speaking countries.
This guy profited quite well on his content, and strangely YouTube is allowing it.

https://www.youtube.com/watch?v=umePDXbXQTE - In this video he basically made US Service member stationed in Hawaii as the target for bullying and online harassment, claiming "He believes that he called him and threatened him at his work" which was complete lie.

In reality those look like Sam's Club employees, waiting for their shift (Sam's Club shown near by). In fact in the end of the video, he mentioned that the cops was called on him and he had to leave, since he was videotaping people without their consent.

I don't know how far do I have to go to mention, this guy's entire YouTube content is just basically Ground Zero for anti US propaganda, shielded by his claim "that's his own opinion" freedom of speech and American general lack of knowledge of Russian language.
Honestly I am more worried about this guy getting any kind of military transportation contract. This guy knows that 99% of his audience is Russian speakers, who will never be able to or willing to report his activities. However I would not want this individual picking up or dropping off cargo on any of the military bases.

Is there a way to go by to report this person's activities?
