While it is her right not to stand during morning colors if not in uniform and off base, her deliberate filming of herself not doing so on base and her inflammatory action by displaying a racist sign during the colors in defiance, show that she had malice of forethought in her actions. If I were her reporting official I would recommend to the commanding officer an article 15 to include forfeiture of pay for 30 days, restriction to base for 30 days, and additional duty for 45 days to include a written paper on appropriate forms of protest in and out of uniform. Also if this is a documented trend of inappropriate behavior a reduction in rank should also be considered. I do not think discharge should be the first line of action. We want our troops to be model citizens, but sometimes we have to overcome where and how they were brought up. rehabilitation for infractions should be tried first. If they do not work then it might be time to get rid of her.
