Why is it that this was not a factor in theaters of combat since WWII? Because the Founders had exceptional insight by placing that authority in the House of the People, the Congress. Representing the people. If you have to make the decision and accept the accountability for your action, you are reticent to act. Partial authorization is provided with the War Powers Act, but it tends to absolve Congress and lays the responsibility in the lap of the President, should he decide to engage in combat on a large scale. Cowardly, but that IS the reason.

MSgt Michael Bischoff - You mean like the Democrat Congressman that I noted? Who is everyone? Was war declared in Korea? Was war declared in Vietnma? Was war declared in Iraq or Afganistan? The only time war should be declared is when there is a global crisis with multiple nations involved and our national security is at stake. And even the latest attack in Nice, France does not rise to the need for a status that is nearly out of date and will, in all probability ever be used again for the reasons I noted.

MCPO Roger Collins - No they issued the limited power to Bush after 9-11 and Iraq invasion and they are still using it, why not update it to more current use of force requirement.
