Quite a resume, Jim. Your knowledge and experience is appreciated. Now, as to the subject, it is my opinion that many of these traitors could be identified earlier with in depth profiling. As with the school shooters, most have a distinct profile. If anyone that has a TS/SCI is followed by way of financial and odd personality traits, security bteaches could be minimized. Long ago, these SpeCat cleared were few and two man control were SOP. While reading your article, I remember even our burn bags were numbered and fell under two man control then signed off by both witnesses. Then there is far more high level clearances than when I was active. About 10% of our submarine had a need to know and access to TS and SPecat material. Ah, the good old days.

It is tough to run the insider program. FIN data is data and fairly easy to monitor. When my wife was a bank manager, the bank was running her credit record each month. It just happened. That is possible for USGov. On the odd personalities....might be better to look for the non-odd. You know I can tell you about the geography of a few countries I worked....I did very well on that geography....but I suck on knowing places in the US. Which side of the state TX cities are located... no idea... How much constitutional rights do clearance holders. Some of our best Americans...how intrusive should we get, and how will that impact future recruiting?

When it comes to National Secretary, there are few limitations. Anyone that takes a position in these areas have been scrutinized to the Nth degree before being exposed to highly classified material. When my SBI was done years ago, even my wife had to be cleared. Remember, my thoughts were regarding previously clrared personnel for aberrant behavior and changes.

SSgt GG-15 RET Jim Lint nice article. I wonder how many ESRB/OSB and QMP people have been exploited over the last 10 years. There are many job fairs advertised as TS Clearance only events, under the premise of working for US Defense Contractors. What if they weren't? What if a 'contractor' slid in to the fair. Pretty, but not too pretty, female in her mid thirties.name tag says LuckUp Industries HR or some such.

You have a good point, but I also have attended those fairs just outside of Fort Meade. I know that is a possibility, but all of the people with a TS clearance have to have an annual Counterintelligence/SAEDA/TARP briefing. There should be a lot of eyes reporting that. Plus, there are CI people looking for jobs. :)
