No surprise. I was privy to an ALDOC internal report on inmate contraband. Mentioned is that 1 in 6 inmates have an unmetered cell phone. I imagine it is similar in other prison state systems. Privates and lower enlisted are stupid with money. Inmates with criminal background gravitate to the easy prey.
