Lots of theory, storytelling, and interpretation going on.

An example deals with the civilian lady that was terminated and not allowed to work for the USMC for at least two years. Further paragraphs are implying that she got a cash payout but the fact that she was fired and banned shows it was not a settlement greatly in her favor. No other facts are presented to substantiate or disprove the use of money. She did lose any and all chance of getting to retire from civil service and the fact that she was later hired by a contractor has nothing to do with anything. She works for a contractor, not the USMC.
