I have to say no it's not happening. I can't count the number of times I've seen emails asking for volunteers because a class seat is open and it needs filled quick.

That can be said about a lot of schools that should have the right person to go like EO. Unfortunately some units are very limited of who they can send.

No, we are not. Nor is it a surprise.
Yes, they get the interview, and they get the background check. So we know they are smart enough to talk the talk for at least 5-20 minutes at a time and that they haven't been caught doing anything illegal. Oh, and you better believe they have retainability. Being "not disqualified" is different from being "the right person."

Short answer, Yes.
There is a system in place, with multiple levels of background checks and interviews. The vetting process will only raise red flags, if the person being looked at had done something previously. It in no way has the ability to determine what the future holds. Bottom line is you can't fix stupid. No matter how much red tape is in place.
Look at General Ward, General Petraeus, BG Sinclair. You think they were not looked at very closely before being selected for General? Of course they were, but again the system has no way to predict the future, and can only build a case based on past performances and indiscipline.
