A) I wonder how long Snoweden is going to be able to stay in Russia after this comment and B) I wonder how long it will take for Congress to try and float something equally unpalatable in the name of anti-terrorism and US security?

It bothers me that everytime Snowden opens his mouth it's considered news. However in this instance I have to agree that this makes the leaked NSA program look like child's play.
I don't think a law like that would pass here. Organizations like the EFF have a substantial amount of pull in Congress. And the ISPs would fight it. There would be literally no one backing it, meaning no lobbying money being spent. And if no lobbying money is being spent there's substantially less motive for Congress.
