If he was a weak swimmer, why was he there? Why wasn't he dropped from training?

They have a process for IDing weak swimmers. Unfortunately, the process is inflexible and thus resulted in this drowning.

That's a damn shame! And all the moreso because it was totally preventable. RIP Ranger, we failed you here and you paid the ultimate price for it
