They used to issue the "Jungle Expert" pocket patch for wear on the old OD106, 107 and 507 fatigues and BDU's if you passed JOTC at Ft. Sherman or were stationed in Panama for a certain amount of time and went to the field regularly. I would guess this is the new version of it.

Maybe I could get one (retroactive of course) I seem to remember a jungle in my past!

Earned mine at Fort Sherman, and wore it proudly, until the legs in Korea told me I had to take it off. Why bother with a tab, just reinstate the patch.
