Actually the Old Constitution and Agreement that limited them following WWII has expired they are not bound by it anymore. All Others should beware the Rising Sun Now! They can now Legally Build an "Offensive" force. I suspect thou that they will continue the Alliance with the US Sharing Yokosuka with COMSEVENTHFLT.
