I guess there is some debate as to whether or not the satellite is really missing. If it's "missing" we don't have to fess up to what it's for or what it does. Sneaky bastards! LOL
If it's actually missing there will be plenty of blame as to why it didn't separate from the rocket as designed. We may never know.

Too many fingers pointing and too little data on a techinical failure that might never be understood souds like the first space shuttle explosion aftermath.
