Encourage an environment that promotes job growth and develop of skill level jobs. You get people working, having a purpose, it would greatly reduce the crime rate. Solve it no, but help it buy a large step.

To extrapolate the findings further, both probation and parole are also likely over-represented by the presence of vets.

There are a lot of factors in play - race, age of incarcerated veteran, crime(s) committed and recidivism (relapse back into crime) rates. IMO, a good chunk could be diverted if mental health facilities, especially for vets, were more readily available. PTSD, anger management, addiction services and even child/spousal abuse are areas that need to be addressed, both by government and private sector support. It's not the whole reason, but a big part of what needs to be addressed. Treating desperate vets like dirtbags and losers stuck on stupid just makes matters worse.
