The perp had a weapon, threatened to use it and deadly force was not used. That is great restraint by the Police force. Now, the perp is going to cost the American tax payer millions.

I'm intrigued by this... Great that he was taken alive, good on SFPD for handling the situation.
I do wonder about the circumstances. "Police say the armed man called police just before noon and was threatening to use it(the handgun)". Calling in your own threat immediately screams negotiation to me, regardless of any information about the suspect.
That being said, my unprofessional opinion is that this does not merit association with the BLM movement's agenda. This is very much different from the "0 to 60" scenarios that unfortunately, usually end in death, and characterize the beginnings of Black Lives Matter protests.
This was something different, maybe a "cry for help" of sorts. If he really did intend violence, I think the officers there would've forseen it and acted accordingly.
