There are always going to be emerging issues we are aware of that we incorporate into how we train for operations. If we are not aware of such issues they can surprise us, and surprise in the military is usually accompanied by a great loss of life." Now those are wise words of leadership!!!!

I like it. Given the current times I would add the caveat that in addition to actively, we should also be doing it logically/smartly. We can actively think about it all day long but if someone isn't killing the good idea fairy, the implementation of change is going to be a wasted effort (or worse).
