Well, we do have a method of propulsion involving nuclear warheads that can cause a spacecraft to achieve a speed of 3x10^7 m/s. It's called an orion drive and has only had proof of concept versions ever built. I would release a nuclear bomb at regular intervals in space and could theoretically reach 10% the speed of light.
