My wife is a teacher and sadly I believe this story, too often there is reluctance/resistance to giving students the grades they actually earn because people either don't want to hurt the students feelings or don't want to anger the parents (who often demand good grades regardless of if they are deserved).
People either don't think or don't care that giving the students better grades than what they earned only sets them up for disappointment and failure in the future.

I taught for 9 years and would never give any student any credit for work not turned in. That is ridiculous to think they should get partial credit for nothing.

It is the socialist way, get something for nothing. The Bible says if you do not work, you will not be fed. When they get hungry, they will start doing what they are supposed to be doing all along.
