Telegram Agrees to Register With Russia to Avoid Ban, But Won't Share User Data

This gets back to my earlier concerns regarding the use of end-to-end encryption by the criminal element which includes terrorists, child molesters, and cyber thieves, among others. While Russian law might be draconian, it does give one pause in this case.
