The military as a professional institution needs to re-look the ranks at grade and determine if that specific MOS/rank is required today to fight and win our nation's wars. There are some MOS/ranks (Signal, Communications, EWO,) that due to advancements in technology there needs to be a higher rank put in place, simply due to the fact that PME has not caught up and the person in that slot is ill prepared for the tasks asked of them. After we baseline the military, I'd ask do we really need X rank. So, what does a SGM and CSM do at each echelon?? Go by any HQ and you couldn't swing a dead cat without hitting 20 SGMs and 0-6s. I think the Army at least has gotten too top heavy and needs to replace those with more skilled positions and even re-look what the term Specialist means today compared to the original intent.

Yes, continually reevaluating the need for specialties/ranks and systems in all military branches is critical in moving forward with the best fighting force the world has ever seen.
The private sector continues to reevaluate the need for business units and processes and those companies that do this are sucessfull.

The private sector tries to reduce headcount and grades. If the military looked at span of control like private industry does, many problems would be solved.

I'm certain that the "duplication" of Ranks and other unknown factors played into the decisions to rescind the specialist ranks from SP5 through SP9. However, in todays world filled with technology, there is certainly a place for Specialists in their given career fields. The rub would be "How do I address said SPC ?" At SPC5 and up, would it be "Chief" "Mister" "Tech" ? I agree that Special Duty pay would be the best answer to the top enlisted grades question. Not new pay grades, but additional pay. Contrast to the civilian world, where CEO's are compensated more than CFO's, CIO's and CFO's. And even the Presidents of some entities. Of course these are voted on by the Boards, Ect. But a comparison can be made there.

Instead of E10- and E11, bring back spec ranks. I know Soldiers that are very good at their jobs, but are not wired to be leaders. Spec ranks would allow them to gain rank and pay while remaining an effective member of the force. I don't think we need more ranks at the top.

There is enough complexity and enough ranks/grades in the military already. No need for more. Simplification is most important. Americans have a major tendency for over complicating everything. If you have ever been involved with or read about all the Governmental Regulations that exist it is mind blowing the number. Keep things simple if the key.
