We keep trying to determined status of these folks by the nation of their birth. Most radical jihadists do not identify by their nationality. They might use the passport and other items of the country of their origin but this notion of trying to strike a differentiation between a "foreign born" radical and an "American born" radical is a waste of time and misdirection of energy. They identify by ideology not national origin. We need to stop betting caught up in birthplace and citizenship and worry more about ideology and radicalism.
BTW, CATO is not as "very conservative" organization. It is chock full of GOP retreads and RINO's.

On this we can agree, but I do not see the statistics going that way as it is not so easy to track in that regard, whereas the data gives an idea of the propensity for such action by region, nationality etc.... a good barometer is better than none, while keeping in mind the other aspects of the situation.

SGT (Join to see) - The reality is that all immigration, passports, visa policies etc. are all built on national origin so it is the only way anything can effectively be managed/controlled. You have to limit/ban/halt based upon country as that is how we control passports, identify travelers, issue visa's and the like.
If you had a "muslim" ban, there is no way to effectively identify them. They could easily lie and go on. The other thing to consider is there are roughly another 40 predominately muslim countries not on the list. It is focused on countries because that is how all immigration and visa policies work.
One part of the story not being told by CATO is if you look at more recent data and you look at terrorism in the west almost all of it is being done by radical jihadists whether that is in Nice, Paris, Berlin, Brussels, San Bernardino or Orlando (to name a few). Their national origin or immigration status is not the relevant criteria.

Hard to fight an ideology by national boundaries.....this is why forceful approach is not always the best, while a more targeted and broad based combined approach is the best policy.
