She said in her facebook post that the snake was just under 4 feet. But looking at the picture, if that snake is 4 ft, then that woman must be about two feet tall.

Growing up in Jacksonville, FL in the 50's, only about 10 miles west of city center, I watched my grandmother kill several rattlers (+ other snakes) over time in the front yard, but she used a .22 rifle with birdshot. Didn't seem remarkable at the time; what you grow up with seems the norm until you learn about other places.
