Hopefully the US Congress will not "surrender some control over the officer promotion system " to DoD for the Defense Officer Personnel Management Act, or DOPMA. Just because Sec Def Carter wants Congress to roll over on this point it would set a bad precedent SFC Joe S. Davis Jr., MSM, DSL
I think Congress should review DOPMA and get testimony from the military Service Chiefs of Staff along the Carter and the appropriate assistant sec def for personnel matters.
It may well be time to reconsider the up or out policy for the officer and NCO promotion systems.
It might be wise to time modifications to DOPMA this with the 2018 roll-out of the blended retirement system.
Disclaimer: I was forced out as Captain in October 1992 because I was passed over two time by the Majors board in the post Desert Storm RIF.

SFC Joe S. Davis Jr., MSM, DSL Any system that would slow the exodus of the best and brightest needs to be examined and implemented. I understand the exant hierarchy is fighting any change. The brass has to be open to progress and facts of modern personnel management.

The officer cited who missed career enhancing assignments due to being a Rhodes Scholar makes one wonder.
