I don't think it is as simple as telling autoworkers to build medical-grade ventilators. Unlike retooling a tractor plant to make tanks, this is a fundamentally different piece of equipment and quality control will be difficult when A) they've never built these before and B) they are in a hurry.
Getting a hold on making pharmacudicals domestically should be much simpler. The know how didn't leave, just the facilities to do it in.
