My friends at Rand are at it again. I'm assuming the article is a portion of a larger report--maybe the executive summary refashioned. Using the retention rate or exit rate for junior enlisted soldiers seems a strange way to evaluate Senior NCO leadership. It's true that people leave jobs mostly due to management, not the job itself, but there are many factors that can encourage or force a junior enlisted service member to leave after his or her first tour. It appears the study completely discounted things like number of deployments, pay, civilian job opportunities, location, spouse, kids, and many more. I'd evaluate this study carefully before making policy changes.
