I'll let the constitutional scholars argue that one while the rest of us deal with the consequences of the lockdown. Forgive the following, but I am going somewhere with it... I have a large head and I can tell you with authority that "one size fits all" doesn't. When it comes to politics, I can't speak with the same degree of authority, but I'm fairly certain that one solution doesn't solve all problems. Lock down was a singular solution applied like installing an appliance with a bulldozer, and it caused more harm than good. While experts can still be found arguing over the efficacy of the lockdown, the harm is readily evident. We have lost faith in the experts. We have lost faith in our fearless leaders. We have hamstrung the economy thereby reducing our ability to cope with the pandemic.
