Navy Secretary Richard Spencer was blunt: the service is struggling to beat back threats to cybersecurity and the supply chain.
“We are woefully behind,” Spencer said Oct. 23 at the Brookings Institution.
Spencer said the service has a plan to improve and pointed to the newly established position of special assistant/chief information officer filled by Aaron Weis. That job has four directorates aimed at modernizing the service for a digital age and keeping the Navy sharp against top cyber threats.

They need to start by securing their mission systems first, to include those infrastructures not necessarily connected to but sitting on their weapon system platforms. They also need to re-evaluate the criteria of their CIOs. I've known several in charge of the IT infrasturcture/security of naval organizations who refuse to allow their areas to be assessed properly. The Navy has been behind in cyber for a long time. This isn't say the AF and Army are perfect, but they have taken cyber much more seriously.
