From where I sit, I'm not seeing any shortage of women seeking benefits. Anecdotally (meaning just what I process), it is in proportion to the amount of female service members; about one in five.
I do think that there are a lot of women who never seek help from VA for sexual trauma. There has been outreach on this. I think the reason why has more to do with individual women not wanting to relive the event than a lack of knowledge that VA has programs.
