Who has had the responsibility to protect USA for the last 8 years? Why was nothing proactive done? Also, since China did all the hacking of DoD and DoD Contractors and have done a lot of economic espionage...why does everyone think RU would be the hacker for DNC? It is more of a CH Modis Operandi (MO).

Considering the nebulous nature of the internet isn't it possible that someone hacked the DNC from anywhere and used a VPN that had a Russian IP address? Or someone went to Russia or payed someone there for that information without the knowledge of the Kremlin?
