Interesting how a conqueror is hailed as a "really good guy" so long as he is in charge of writing the history books. Rome had a number of them. Plundering adjacent lands to finance public works and monetary give aways would be called something else entirely today.
Then again, the mob is fickle, to quote a different Roman statesman.

PVT Mark Zehner Tfue, essentially Rome became an empire on others money. Look at what is around Rome, not much then and even less now.
